OBJECT

In 2010, Nord Stream AG gave PROMPROEKT the critical activity of fulfilling the requirements of the Russian legislation and safety regulations in the construction of the offshore segment of the Nord Stream gas pipeline.

SOLUTION
Our experts willingly took up this ambitious project. We outlined the main stages of the project and approved the construction schedule established by the customer.

DESIGN AND CONSTRUCTION
Stage 1

AT THE FIRST STAGE WE FACED THE FOLLOWING TASKS:

  • Performing the construction supervision of pipe-laying in the offshore gas pipeline, Russian segment.
  • Ensuring foreign construction participants and suppliers of equipment and services fulfil the requirements of the Russian legislation in the field of industrial safety and certification.
  • Providing foreign companies with the support for the development of the project, the executive, and other documentation in accordance with Russian regulations and requirements.
  • Performing industrial safety examination of technical devices used in the construction of the gas pipeline and obtaining the Rostekhnadzor permission to use them.
  • Providing the necessary certification of equipment for the construction and future operation of the gas pipeline.

SOLUTION

These tasks have been successfully completed.

PROMPROEKT signed contracts with Nord Stream AG, the general construction contractor, and also with key participants of the project. The list of PROMPROEKT clients includes Siemens, Petrovalves s.r.l., Allses Group, Saipem SpA and other suppliers of process equipment and engineering services for the Nord Stream gas pipeline.

STAGE FEATURES

A special feature of this stage is the large number of construction participants, tight deadlines and the scope of the project. Participants’ implementation of the overall construction schedule, coordination of modifications to the construction of the Nord Stream gas pipeline project highly depended on PROMPROEKT activity.

PROMPROEKT specialists performed the laying of the pipeline and other construction works at the offshore segment with no significant corrections by the regulatory authorities. Despite the fact that the project required finding solutions to difficult problems, we were able to complete the tasks within the established construction schedule. By the end of the first stage, all the equipment and materials were certified, the legal requirements were met, and we were ready for the second stage: testing and commissioning of the gas pipeline.

TESTING AND
COMMISSIONING
Stage 2

The second stage of our work was no less important and crucial. Its purpose was to prepare the necessary documentation for the commencement of operation of the Nord Stream gas pipeline.

STAGE OBJECTIVES

  • Preparing executive and permitting documentation of the foreign construction participants and obtaining its approval by Russian regulatory authorities;
  • Arranging the delivery of the gas pipeline to the acceptance committee and getting the acts of construct completion;
  • Getting permissions to use the integrated pipeline monitoring and management equipment from Rostekhnadzor;
  • Performing the examination of industrial safety of the equipment for priming and gas pipeline smart pigging.

At the second stage, the main PROMPROEKT service customers, along with Nord Stream AG, were large foreign companies: Allseas Group, Saipem, Metec, Uhde GmbH - ThyssenKrupp Uhde and Rosen Group. We signed contracts with each of these companies.

Our advice for foreign participants on compliance with the Russian requirements to the pipeline smart pigging contributed to achieving the main objective of this stage: successful pipeline testing.

With the assistance of PROMPROEKT specialists, the gas treatment plant installation project, necessary for priming the pipeline with gas, was performed. Industrial safety examination was also performed.

All works of the stage were performed according to a rigid schedule. On the scheduled day of 09/06/2011, gas was run along the first line of the Nord Stream. The pipeline has been successfully tested and put into operation. The goal was achieved.

LICENSING AND CERTIFICATION
Stage 3

Stage 3 was performed in parallel with the preparation for testing and commissioning of the gas pipeline.

At this stage we leveraged the ten year experience of PROMPROEKT experts in preparing the documentation required for the operation of highly hazardous facilities.

PROMPROEKT provided advice on licensing the hazardous facilities, as well as developing a package of documents necessary to obtain the required licences.

We also arranged training and certification of the Nord Stream AG personnel on industrial safety.

LICENCES
At the third stage we obtained the licence for operation of the gas pipeline from Rostekhnadzor.

OPERATION, MAINTENANCE AND DIAGNOSTICS
Stage 4

STAGE OBJECTIVES

The pipeline was licensed and put into operation in 2011. PROMPROEKT was included by Nord Stream AG in the list of service providers for the period of its operation. PROMPROEKT received a new contract and we faced new tasks:

  • Providing Russian certification of equipment for the repair of the offshore gas pipeline and the equipment for underwater welding (Technip, Statoil);
  • Getting from Rostekhnadzor the permission to use the equipment for the pipeline smart pigging of the offshore pipeline, carried out by the Dutch company Rosen;
  • Providing the ongoing advice for Nord Stream AG and its contractors on the rules of safe operation, repair and maintenance of the pipeline;
  • Assisting in the development and maintenance of the operational documentation.

In January 2016, the PROMPROEKT and Nord Stream AG contract was extended. We are currently engaged in the certification of the T.D.Willliamson equipment dedicated for repair of the main gas pipeline underwater.

SOLUTION

The experience gathered by PROMPROEKT in the Nord Stream gas pipeline project, the knowledge of its technical features and the ability to work with English-language documents allow the specialists and experts of PROMPROEKT to successfully meet the above challenges.

During the operation of gas pipelines, there is often the need for their technical upgrade and replacement of technological equipment.
PROMPROEKT is involved in the development of re-equipment and the industrial safety examination of these projects. PROMPROEKT works closely with Consub Ltd., a British company specialising in engineering services for the underwater gas and oil pipelines.

OF THE WORK

PROGRESS REPORT

The construction of the Nord Stream pipeline involved the largest international companies and the leaders of the oil and gas industry.

For PROMPROEKT, Nord Stream has become a serious test. And we successfully passed it: the pipeline is complete and is being successfully operated.

FINAL RESULT

We have received excellent feedback on our work, both from Nord Stream AG and from the other participants of this international project.

Thanks to the outstanding reviews, we were invited to participate in the construction of another large offshore gas pipeline: the South Stream.
