Permit to operate equipment and equipment certification

Before putting the Federal Law No.22-FZ dd. March 2, 2013 into force since January 1, 2014, acquiring Rostechnadzor permit tooperate technical devices and industrial equipment was the mandatory requirement for technical devices and industrial equipment used during operation of the hazardous industrial facilities

At present, subject to compliance with the Federal Law No. 116 “On Industrial Safety of Hazardous Industrial Facilities” dd. July 21, 1997 (as amended):

1. Mandatory requirements to technical devices and industrial equipment used during operation of a hazardous industrial facility, and forms of assessment of their compliance with specified mandatory requirements, are determined in compliance with the legislation of the Russian Federation related to technical regulation.

2. If technical specifications do not prescribe any other form of assessment of compliance with mandatory requirements of technical devices and industrial equipment used during operation of a hazardous industrial facility, they are subject to industrial safety examination:

— before being used during operation of a hazardous industrial facility;

— at the end of operating life or at exceeding of load cycles of such technical devices and industrial equipment specified by the manufacturer;

— in the absence of information on operating life of such technical devices and industrial equipment in technical specifications, if the actual operating life exceeds 20 years;

— after operations involvingconstruction modification, replacement of material of structural units of such technical devices and industrial equipment, or reconstructive maintenance after an accident or incident on a hazardous industrial facility resulted in damageto such technical devices and industrial equipment.

3. Federal industrial safety regulations and rules may prescribe possibility, procedure and terms of application of technical devices and industrial equipment on a hazardous industrial facility without industrial safety examination, considering technological process parameters, deviation from which may lead to an accident on a hazardous industrial facility.
